Q&A on Airline Boarding Requirement in Ghana of Negative Nucleic Acid Test Certificate

In accordance with the announcement of the Civil Aviation Administration of China, the General Administration of Customs of China and the Ministry of Foreign Affairs, Chinese and foreign passengers who are to fly to China from or transferring in Ghana will be required to take a nucleic acid test for COVID-19 and apply for green health code bearing mark of “HS” or certified Health Declaration Form starting from September 10, 2020. Chinese Embassy in Ghana, hereby, gives collective answers to the most common questions asked by passengers bound to China.

1.Q: The measure will be implemented on September 10. Is it Beijing time or local time?

A: It’s Accra local time.

2 Q: Do I need to take the test at the institutes designated by the Chinese Embassy in Ghana?

A: (1) Yes, your must take test at an institutions designated or recognized by Chinese Embassy in Ghana, the list of which can be found in the notice released by Chinese Embassy on September 3.

(2) Chinese Embassy in Ghana can not verify the nucleic acid test certificates issued by testing institutions in countries or regions other than Ghana. Please apply for green health code or certified Health Declaration Form from the embassy or consulate in the country or region in which the testing institutions are located.

3. Q: Where can I get the list of countries where China-bound passengers are required to obtain certificate of negative result of nucleic acid tests for Covid-19 before boarding?

A:Please visit: https://hr.cs.mfa.gov.cn/help_two/help-two/gj.html to check the list of countries where China-bound passengers are required to obtain certificate of negative result of nucleic acid tests for Covid-19 before boarding. As we know, the measure has been implemented in the countries where China-bound passengers in Ghana often transfer, such as Egypt, Ethiopia, Kenya, Turkey, UAE, the UK, France, Holland, Belgium and Portugal.

4. Q: How to understand that test should be taken within 3 days before boarding?

A:You should get the test certificate 72 hours before boarding the flight entering China on your journey. For example, if you take a flight from Accra to Shanghai via Paris, the test certificate should be issued within 3 days of boarding of the flight from Paris to Shanghai.The 72 hours are calculated from issuing time on test certificate, not the time of taking sample. Your are advised to arrange your time for taking test properly so that you can travel as planned.

5.Q:After obtaining negative testing certificate, when should I upload the certificate to the mini program “COVID-19 Prevention Health Code International Version” in Wechat ?

A:To make sure you can travel as planned, you should upload the certificate within 12 hours of getting the certificate. Considering the availability of internet, we strongly advise you to upload the certificate as soon as you get it.

6. Q:How long will it take for Chinese Embassy to verify the test certificate?

A:After receiving complete documents and information, Chinese Embassy can perform verification and grant Health Code bearing “HS”in 12 hours.

7. Q: In the mini program, whether the “Phone Number”should be a Ghanaian number or a Chinese number?

A: Please fill Ghanaian number and make sure it can work properly, so that Chinese Embassy can easily reach you when necessary.

8. Q: How to understand “Date of Direct Flight to China”?

A: It should be the local departure time of the last direct flight to China in your whole journey. Attention: Departure place is the departure city of the last flight to China, not Ghana, the country where you begin your journey. Please fill careful, otherwise the mini program will give a wrong validity of the Health Code.

9.Q: How to get Health Code on time? How to do if the picture of testing certificate can not be uploaded?

A: To get Health Code successfully on time, you should pay close attention to the following points : (1) The testing certificate should be qualified:issuing time within 3 days of boarding during transferring, the testing institution is designated or recognized by Chinese Embassy and the result is negative. 2. Personal information, including name, gender, age, passport number, flight date etc, is accurate. 3. The testing certificate is clear and complete. 4. Upload the certificate as soon as you get it.

Some Chinese citizen complain the certificates can not be uploaded. Mostly, it is caused by the problem of internet. You may try to upload in a place with good signal of internet, use WIFI, change a mobile phone or ask others to do it for you. If the above still don’t work, you can follow the instruction of the mini program to successfully fill personal information in the program and send the testing certificate to email address of Chinese Embassy: consulate_gha@mfa.gov.cn with title of “name+picture for HS code”. In emergency, you may directly contact Chinese Embassy in Ghana.

10. Q: I hold a passport issued by Hong Kong Special Administrative Region and plan to travel to main land of China, do I need to apply for Health Code with “HS”?

A: Yes, you need 。

11. Q: Does a passenger planning to go to mainland of China with a Travel Document of China, Mainland Travel Permit for Hong Kong and Macao Residents or Mainland Travel Permit for Taiwan Residents need to apply for Health Code with “HS”??

A: A passenger with one of the above documents traveling to mainland of China should apply for Health Code with “HS”, NOT certified Health Declaration Form.

12.Q:Is the expiry shown on Health Code bearing “HS” Beijing time or local time?

A:It’s Beijing time. Please convert it to local time during transfer, arrange your itinerary properly and make sure to board before the expiry. At the top of the Code, there shows remaining time before expiry with which you can decide whether your code is still valid during transferring.

13. Q: How can a foreign passengers get a valid certified Health Declaration Form?

A: A certified Health Declaration Form is issued to a foreign passenger bound to China for boarding. The foreign passenger should take a nucleic acid test for Covid-19 within 3 days of boarding in a testing institution designated or recognized by Chinese Embassy. As soon as you get the test result, please send clear photocopies of your valid passport, flight ticket, negative testing certificate and Health Declaration Form signed by you to the email address of Chinese Embassy with the title of “Declaration:name+departure date”. After finishing verification, Chinese Embassy will send the photocopy of the stamped certified Health Declaration Form with validity. Passengers should take the printout of the form to airport for check by airlines.

14. Q: Ghana doesn’t have direct flight to China. Will airlines check my health code or certified Health Declaration Form when I transfer via another country?

A: While transferring via countries where the nucleic acid test for COVID-19 is required before boarding, Chinese or foreign passengers bound to China will be required by airlines to produce green health code bearing mark of “HS” or certified Health Declaration Form. Please make sure the health code or certified Health Declaration Form is still valid when boarding during transferring. Otherwise the passengers will be denied boarding and have the consequence of being stranding at transferring airport.

15. Q: What should I pay attention to if I take flight from another country and transfer via Ghana to China?

A: First, you should take a nucleic acid test in the country of origin and apply for green health code with mark of “HS” or certified Health Declaration Form from Chinese embassy or consulate in the country of origin. Second, in the whole journey, airlines will check your health code or Health Declaration Form in any country where the nucleic acid test for COVID-19 is required before boarding(click here to check list) when you transfer. So you should make sure your health code or certified Health Declaration Form is valid when you transfer at the last airport where the airline will perform the check.

16. Q: I plan to take a flight to Ghana and transfer to China via Ghana. But the country where I live doesn’t have testing capacity. Can I take the test and apply for green Health Code with mark of “HS” or certified Health Declaration Form from Chinese Embassy in Ghana after I arrive in Ghana?

A: If you plan to fly to Ghana and transfer to China via Ghana, you must take the nucleic acid test in the country of origin and apply for green Health Code with mark of “HS” or certified Health Declaration Form from Chinese Embassy in the country where your start your journey. If the country of origin has no testing capacity and you can not get negative testing certificate, you are advised to confirm with Ghanaian Immigration authority whether you can enter Ghana. If you can enter, you are strongly advised to obtain Ghanaian visa in advance and comply with Ghanaian policy to control epidemic. After all the requirements of the policy are met, you can take the test at the institutes designated by the Chinese Embassy in Ghana and apply for green Health Code with mark of “HS” or certified Health Declaration Form from Chinese Embassy in Ghana.

17. Q: I know many countries and airlines formulate their own virus control policies. If my journey covers these countries and airlines, do I need to abide by their policies?

A: Besides the epidemic control policies of Chinese government, some policies are also made by the countries and airlines which are related to your journey. China bound passenger must abide by all the policies. Please check the information about the often-taken flights to China and the epidemic control policies of countries and airlines relevant to your journey in the notices released by Chinese Embassy on September 3. With the change of epidemic, the above information may change accordingly. Please check and verify carefully the change of the policies of relevant countries and airlines and comply with the updated policies. Chinese Embassy in Ghana will not be responsible for the inaccuracy of the information about flights and epidemic control policies.

18. Q: Do I need to bring a printout of the test report?

A: Passengers are advised to bring the original nucleic acid test report (with negative result) and several photocopies to the airport in case of the need for further inspection.

19. Q: Does a child under 5 need to take a test?

A:Because the children need to transfer during the journey and the cities in which the flights entering China have different epidemic control policies, you are advised to verify the epidemic control policies of the transferring countries,airlines and the Chinese cities for flight entering and determine whether children need to take test and apply for heath code or Health Declaration Form.

20. Q: Can I take an anti-body test instead of nucleic acid test for COVID-19 ?

A: No. Only nucleic acid test report for COVID-19 (PCR) with negative result will be accepted.

21. Q: Do I need to be quarantined when I arrive in China if I have a nucleic acid test report of COVID-19 (PCR) with negative result in the Ghana?

A: Yes. Nucleic acid test report for COVID-19 (PCR) with negative result is the requirement for boarding. For quarantine requirement, please visit the website of the government of the entry city or province of China for further details.
